i use placiibo, but also iphone, i found i had to hold the tag for an extra count of 10 after it says written. i believe the post i found that recommended that said the tag might be written but not closed. in all but 1 tag, i just rewrote the same amiibo over and counted to ten once it said written and it worked. i think i just had 1 bad tag. 1.It doesn't let you emulate amiibos, it let's the system use them.
