Noise from the main pump is most likely coming from the main pump drive. Check condition of Cushion #3, Couplings #2 and #4, Cap Screws #5, Splines inside Drive Shaft #6 and Splines on Pump Shaft.

Your having a voltage drop in the start circuit. If it starts when you jump across the starter solenoid than the starter is OK. I do not think there is a relay in the factory circuit on the JD 2950. JD made a relay KIT for many of the tractors.
